Ophelia oversees several programs offered by the City of New York through SBS’ Division of Economic and Financial Opportunity to Minority and Women-owned Business Enterprises (M/WBEs) and small businesses to help them build capacity and grow. Those programs include
the NYC Construction Mentorship and Bond Readiness Programs for construction firms, the NYC Goods & Services Mentorship Program, the Corporate Alliance Program (CAP), and NYC Teaming.  These programs provide education, mentoring, training, networking and resources to help guide successful business growth through both public and private sector contracting opportunities. 

In addition to her role at SBS, Ophelia volunteers for the National Minority Business Council (NMBC) and has co-chaired and chaired their Annual Women’s Business Leadership Conference in 2013, 2014, and 2015, respectively.

Prior to SBS, Ophelia worked for more than 20 years in the corporate sector—over 10 years in HR and Communications at Avon, Estée Lauder, and Diageo and 10 years as a program manager of Supplier Diversity and Strategic Sourcing at Moore North America (now RR Donnelley). Ophelia is a graduate of Boston College with a degree in Psychology and Business Management.
